What is The Victorian Energy Upgrades (VEU) Program?

Managed by the Essential Services Commission, the Victorian Energy Upgrades (VEU) program helps Victorian households and businesses reduce their greenhouse gas emissions by offering discounts on energy efficient products and services. These are usually paid upfront delivering an instant saving off the purchase and/or installation price.

Eligible customers can choose to upgrade from several eligible energy efficient products including energy efficient air conditioners and commercial hot water solutions.  Eligibility conditions apply, please check the VEU website for details: https://www.energy.vic.gov.au/victorian-energy-upgrades/about

How Does the Program Work?

The eligible incentive is determined by the Victorian energy efficiency certificates (VEEC’s), the accredited provider or ‘AP’, and the product that is installed.

Customers select eligible products as part of their upgrade through an accredited provider (AP).

The AP completes the installation and generates the applicable VEEC’s based on the greenhouse gas savings associated with the installation of an energy efficient product and/or decommissioning of an inefficient product.

The certificate is then traded to energy retailers. These energy retailers are required to acquire and surrender Victorian energy efficiency certificates (VEECs) to meet their  annual targets. The sale of these certificates is what is used to fund the incentive/discount to the customer.

What MHIAA Products are Eligible?

MHIAA products eligible for the incentives under the program are listed under the following groups:

  • Part 6 Activity– Space heating and cooling, installing a high efficiency air conditioner 
  • Part 44 Activity– Commercial and industrial air source heat pump water heaters
